The heavyweight division had its last obligatory challenge on June 21, 2003, between Lennox Lewis and Klitschko. Klitschko got the title after beating Corrie Sanders on April 24, 2004.
Klitschko voluntarily defended his title against Danny Williams on Dec. 11, 2004. There have been no other challenges, with the exception of the bout for the interim championship, due to Klitschko's injuries, in which Rahman defeated Monte Barrett by decision in Chicago on Aug. 13.
"With the goal of ratifying the indisputable championship of Rahman and in order for him to make his obligatory defense, the WBC has named the two official challengers," the organization said in a statement.
Toney has a record of 70-4-2 with 43 knockouts.
Maskaev, who will face the winner of the Rahman-Toney bout, is 32-5-0 with 25 knockouts.
